Engr. Ngerebara Justus

Engr. Ngerebara Justus serves as Executive Director of Fasttrack Development Initiative. He provides organisational leadership, coordinates strategic development, represents FDI in key relationships and oversees the delivery of approved programmes and institutional priorities.

Systemic Architecture

The Four-Tier Governance Model

A nested oversight architecture engineered to guarantee institutional permanence, strict separation of powers, and rapid community responsiveness.

Tier 1 · Fiduciary

Board of Trustees

The Board provides strategic oversight, approves major policies and budgets, and helps ensure that FDI remains aligned with its mission and legal responsibilities.

Constitutionally empowered legal custodians of FDI assets

Approves multi-year budgets and institutional risk

Quarterly plenary sessions with independent advisory observers

Tier 2 · Executive

Executive Directorate

Operational execution and bilateral partnerships, translating strategic direction into daily operations.

Headed by Engr. Ngerebara Justus, Executive Director & Lead Trustee

Transitional strategic business directives into measurable deliverables

Coordinates bilateral controls, donor covenants and media engagement

Tier 3 · Technical

Programme Leads and Thematic Specialists

Monitoring, curriculum and delivery. Responsible for planning, coordinating and reporting specific initiatives.

Domain manager covering STEM, vocational skills and digital literacy

Continuous monitoring, evaluation, accountability and learning (MEAL)

Author of curriculum guidelines and interim accreditation dossiers

Tier 4 · Grassroots

Community Teams and Volunteers

Local delivery and implementation partners closest to the communities served.

Community liaison officers across Rivers State LGAs

Field-level participant verification and risk mitigation

Mobilisation network for youth enrolment and pastoral care

Composition

Board, Management, Programme Leads and Advisors

The page should not list inactive trustees, advisers or volunteers as current leaders. Review names, titles, appointment status and biographies before launch.

Board of Trustees

Awaiting verified list

Each trustee profile should state the person’s relevant professional or community experience and contribution to governance. [Insert the verified trustee list from FDI’s current registration and governance records.]

Management Team

Publish only filled positions

Relevant functions may include programmes, finance and administration, communications, monitoring and evaluation, and volunteer coordination. Where the organisation is still building its team, describe the functional structure without presenting proposed roles as current staff appointments.

Programme Leads

Named per programme

Programme leads are responsible for planning, coordinating and reporting specific initiatives. Their profiles should identify the programme, role, experience and period of engagement. Temporary facilitators and consultants should be displayed on the relevant programme page rather than listed as permanent management.

Advisors

Written consent required

Advisors may provide technical or strategic guidance in leadership, education, enterprise, governance, safeguarding, finance or community engagement. Obtain written consent before publishing a person as an advisor — an informal conversation or invitation does not establish an advisory relationship.

ORGANOGRAM — Use a clear top-down graphic showing Board oversight, the Executive Director, core operational functions and volunteer or programme-delivery relationships. The organogram must reflect current appointments rather than the full proposed future structure. Review it whenever a senior role changes and add a revision date beneath the graphic.

Compliance Matrix

Governance Policies and Standards

Strict policy frameworks guaranteeing that every donor contribution, programme curriculum and civic intervention complies with international standard operating principles.

Accountability

Accountability Statement

FDI accepts responsibility for the resources entrusted to it, the commitments it makes and the effect of its work on participants and communities. We aim to document decisions, maintain appropriate controls and report results honestly. Where mistakes occur, we investigate, act and use the lessons to improve.

Safeguarding

Safeguarding Commitment

FDI is committed to protecting children, young people, vulnerable adults, volunteers and staff from abuse, exploitation, harassment and avoidable harm. Activities involving minors or sensitive issues require approved procedures, consent, trained personnel and clear escalation channels.

Data Protection

Data-Protection Commitment

FDI collects only information necessary for legitimate organisational and programme purposes. Personal data is stored securely, accessed only by authorised people and retained for an approved period. Forms must explain why information is collected and how it will be used.

Conflict of Interest

Conflict-of-Interest Policy

Trustees, staff, volunteers and decision-makers should disclose any personal, family, financial or professional interest that could affect an FDI decision, and the organisation documents how the conflict was managed. The full declaration and decision process is maintained internally.

Financial Control

Financial-Control Statement

FDI is committed to approved budgets, documented payments, appropriate authorisation, procurement checks, accurate records and regular management reporting. Programme funds are used only for their approved purpose.

Disclosure

Public Governance Dossiers

Publish audited or reviewed financial information only when formally approved. Do not place bank details on the public site without a secure and authorised donation process.
